The Federation of Associations of Counselling Therapists in Manitoba


FACT-MANITOBA is an alliance of professional associations that represent counsellors and therapists practicing throughout Manitoba.


We have quickly advanced to a very exciting stage of the process of regulation in Manitoba. The Ministry of Health has reviewed the application for the regulation of Counselling Therapists and is now in the process of consulting the public, practitioners, associations and stakeholders about whether they are in favour of regulation. The body that is conducting the consultation is the Health Professions Advisory Council (HPAC).

FACT-Manitoba has an urgent need for your help! It is very important that HPAC receives letters of support and endorsement of regulation of the profession of counselling therapy. It will be important for HPAC to receive as many letters supporting regulation as possible between now and January 30, 2022.


  • Please review the letter at this link and show your support for regulation by participating in this important letter writing campaign. 
  • Please also share this letter with all who care about increasing access and safety in the counselling profession in Manitoba. We want to firmly demonstrate the importance of regulation and the overwhelming support it has, so we are encouraging everyone to distribute this widely in your professional and personal circles. 
  • The letter from yourself and letters from the public should be addressed to the Health Professions Advisory Council at hpac@gov.mb.ca  and cc or bcc to Don Russell at counsellor@russellcounselling.com so that we can have a tally of how many letters are being received by HPAC. 


What We Do

The Federation of Associations for Counselling Therapists in Manitoba is the provincial voice of member associations who are pursuing regulation and the development of the Manitoba College of Counselling Therapists.

Why We Came Together

The Federation is working to establish a College of Counselling Therapists to promote and ensure public protection, accessibility and accountability.
